A Two-Party System for Somalia
Overview
A president comes to power with his own plans, his own people, and his own direction for the country. By the time his administration settles, forms alliances, and starts implementing projects, almost half of the term is already gone. Then, just as some development begins and institutions slowly start adjusting, another president comes in with a completely different vision, removes previous priorities, brings in new people, and the country almost starts again from scratch.
This cycle has made long-term development and national planning very difficult. Somalia needs strong political systems and parties capable of carrying one long-term national direction beyond a single presidency.
